David Morgan
David served as a police officer for thirty years in a variety of roles in three different constabularies in the United Kingdom. Post retirement he worked for eighteen months as Strategic Advisor to the UNPOL Commissioner in Liberia where he supported implementation of the Liberia National Police’s Strategic Plan.
He has worked on justice, policing and security in Trinidad and Tobago, Pakistan, Bangladesh, Nigeria, Pakistan, Sierra Leone, Sudan and Nigeria for the UK Government, GIZ, UNDP and UNODC.
David is a law graduate and also holds a master’s degree in Strategic Marketing. He is a member of the UK Stabilisation Unit’s Senior Security and Justice Advisor Cadre and UNDP’s Democratic Governance, Rule of Law, Access to Justice, Security and Legal Empowerment of the Poor roster.
